A short-term outcome of quality legal representation is meaningful integration of client voice into advocacy. To assess whether that outcome is present, CIPs can look for:

  • Youth preparedness for court
  • Youth attendance in court
  • Attorney presents youth’s opinion, position, and requests at court hearings
  • Youth presents own opinion, position, and requests at court hearings
  • Youth reports of satisfaction with attorney’s level of engagement

The data shows that youth attendance at hearings has increased over the last year, and that may be a positive outcome of quality legal representation. The data also shows a slight increase in the percentage of youth speaking in court - however, that increase still placed that data point at less than 25%. These contrary data points raise questions about whether youth engagement in court is meaningful, and whether youth voice is actually integrated into hearings. Although the data is complete, it points to some red flags about quality legal representation in this jurisdiction.
