In order to improve the quality of legal representation in your jurisdiction, you first need to know what it is and what indicators to look for through formal assessments, court observations, attorney and youth surveys, and other measures. There are three groups of indicators:

Although there is some consensus around what quality legal representation entails and looks like, there are also different, but still valid, perspectives. The purpose of this subsection is to introduce a way to examine and approach legal representation from a change management perspective, using data and root cause analyses to improve legal representation in your jurisdiction. These concepts can be applied regardless of the specific model your jurisdiction adopts.
